I have a need for creating a VDIV image PDB from a website.
Is there a command line interface to the converter?
Could there be? Could I pay for one?

There is no command line interface yet. I've been keeping it as a to-do for long time. If you have limited timeframe and/or have some business or customization in mind I would not object to be paid. If you have no strict time constrains just wait till I finally manage to start working on the new version. It will have the CLI support.
